Intel processor outperforms Nvidia, Qualcomm, Samsung (Intel:Z2580 with 32nm process)(Qualcomm Snapdragon S4 APQ8064 with TSMC28nmLP/ARMv7)

Market research firm publishes benchmark tests of Intel's latest application processor, the Z2580, and compares it with competitors' ARM-based offerings. 
LONDON – Intel's Z2580 application processor, which was codenamed as CloverTrail prior to launch, outperformed competitors' processors in a benchmarking exercise, according to Allied Business Intelligence Inc., which trades as ABI Research.

ABI Research concluded that Intel Corp. (Santa Clara, Calif.) has succeeded in reducing significantly the power consumption of its smartphone application processor and it now rivals and is often lower than equivalents based on the ARM architecture licensed from ARM Holdings plc (Cambridge, England).

Since high-end smartphones require this level of performance ABI said it considers Intel is "well positioned for strong growth over the next few years."

The benchmarks were done by comparing the performance of the Lenovo K900 smartphone, powered by Intel's Z2580 application processor and supporting XMM6360 chipset, with a series of Samsung smartphones that are based on ARM-based application processors from Nvidia, Qualcomm and Samsung.

"The benchmarks were impressive but the real surprise was the current consumption recorded during the benchmarks; the new processor not only outperformed the competition in performance but it did so with up to half the current drain," said Jim Mielke, vice president of engineering at ABI research, in a statement.

"Intel did significant work to bring the current drain down on their well-recognized high-performance processors but the competitors did not help themselves. The ARM architecture used by nearly all of Intel's competitors is well known for its low power performance but in bringing the processing power up closer to PC levels, the current drain has taken a significant hit," Mielke added. He continued: "Combining the high-end modems – the XMM6360 is used in both the Lenovo K900 and the Samsung Galaxy S4 i9500 – with their application processors for high- to mid-tier solutions and single-chip EDGE chips for low-cost phones makes Intel a rare full portfolio provider."

去年輻射外洩 南加州大型核電廠關了

南加州聖歐諾福瑞 (San Onofre)核電廠由於設備損壞而導至永遠無法再安全運轉的疑慮,7日宣布永遠關閉,也結束16個月以來愈演愈烈的爭議。
聖歐諾福瑞核電廠有兩個反應爐,坐落聖地牙哥與洛杉磯之間數百萬人口稠密的太平洋岸。聯邦官員表示,這將是美國50年來永遠關閉的最大核電廠。
聖歐諾福瑞的問題開始於2012年1月,當時發生小型輻射外洩,檢查之下,發現數百條處理輻射水的新管子都有異乎尋常的損壞,該廠從此不再發電。
廠商斥資5億美元修理
經營歐諾福瑞核電廠的南加州愛迪生公司 (SCE)為了修理以及尋找替代電源,已斥資超過五億美元 (台幣150億元),希望今年能重新啟動一具反應爐,並減少發電量,希望把當初造成管子損壞的震動減到最小。但這座核電廠面對聯邦政府嚴格的管制規定、調查和日益高漲的政治壓力,決定快刀斬亂麻,關廠永息爭議。
SCE母公司「愛迪生國際」的董事長克拉維7日聲明表示,「該廠何時能再度服務,以及根本會不會再度服務,一直難以確定,這對客戶,對我們的投資人,以及對本地區長程電力需求的規畫都不好」。
聖歐諾福瑞核電廠1968年啟用,為140萬戶家庭供電。電廠80公里以內住了將近八百萬人。
「逃命圈800萬人安全了」
環保團體在核電廠大門前慶祝關廠,大喊:「關掉! 」一位男士說,這是和他幾個孩子出生一樣大的喜訊:「知道這座核電廠不會再啟動,八百萬人從此安全,真高興。」
極力阻止聖歐福瑞核電廠重啟的「地球之友」組織表示,關閉是正確的決定:「我們早就說這些反應爐太危險,現在SCE同意我們的看法。加州人現在有機會擺脫危險的核能,代之以太陽和風提供的安全、清淨能源。」

The owners of the San Onofre nuclear power plant in Southern California, which has been shut since January 2012, said on Friday that they would close it permanently because of uncertainty over when it could be reopened.
The two reactors at San Onofre had not run since a small amount of radioactive steam escaped from new tubes damaged by vibration and friction. Coming months after the Fukushima Daiichi meltdown in Japan, the event prompted a wave of public opposition and set off a legal and regulatory battle that included Southern California Edison, the Nuclear Regulatory Commission and Mitsubishi Heavy Industries, which manufactured the parts that leaked.
Those parts, called steam generators, cost more than $600 million. In the end, uncertainty over the plant’s fate “was not good for our customers, our investors, or the need to plan for our region’s long-term electricity needs,” said Theodore F. Craver Jr., chief executive of the utility’s parent company, Edison International.
The decision delighted nuclear opponents. “I approach today with a good deal of joy,” said S. David Freeman, who shut down construction on several reactors when he ran the Tennessee Valley Authority, and who ran the Sacramento Municipal Utility District after it retired the Rancho Seco nuclear plant two decades ago.
“I think this is a step in the right direction, another move toward the renewable revolution that is under way in the state of California,” Mr. Freeman said, adding that closing the reactors opens up the market to use the renewable power that will follow. For now, though, the replacement power source is natural gas.
The nuclear industry has had a difficult year as it tries to compete with cheaper, abundant natural gas. San Onofre’s two reactors are the third and fourth reactors to be retired so far this year in the United States.
“It’s no secret that power markets have been radically changed by the development of shale gas,” said John Reed, an investment banker who specializes in nuclear reactors. “That changes the economics of any other power supply option, including nuclear.”
Dominion shut its reactor in Wisconsin in May because of unfavorable economics, and Duke said in February that it would not restart Crystal River 3 because mechanical problems were too expensive to fix.
The loss of San Onofre has already pushed up electricity prices in Southern California, to about $4.15 a megawatt-hour higher than prices in Northern California. Those higher prices are an inducement to developers to build new generation, either natural gas or renewable energy, according to Marie Rinkoski Spangler, an electricity analyst at the Energy Department’s Energy Information Administration.
Ms. Rinkoski Spangler said that since June 2012, California has added slightly more generating capacity than it will lose with the retirement of the reactors, in the wrong places.
“Geography really matters,” she said. “The generation itself is not enough, because of where San Onofre sat” near Los Angeles and San Diego.
At the California Independent System Operator, the company that runs the power grid in most of the state, Steve Berberich, the chief executive, said that most of the replacement power had come from natural gas, and that if California’s goal is to reduce greenhouse gas emissions per kilowatt-hour, “you’re moving in the wrong direction.”
But in the longer term, he said, retiring San Onofre would encourage the replacement of older power plants with newer ones that would produce more electricity with the same amount of fuel. And the newer ones could increase and decrease their output faster, he said, making them useful to balance a system with a lot of wind and solar generation, which is highly variable.
San Onofre 2 and 3 entered commercial operation in August 1983 and April 1984. A third reactor was mothballed in 1992.
Many nuclear plants around the country have won permission from the Nuclear Regulatory Commission to run 20 years beyond their initial 40-year licenses, but in a conference call with reporters, Mr. Craver of Edison International said that the prospects for license renewal were uncertain, following the three meltdowns at the Fukushima Daiichi plant in March 2011, and the demand by regulators for a re-evaluation of San Onofre’s vulnerability to earthquake.
Edison had been seeking to restart one of the units at 70 percent power, a level it thought the steam generators could tolerate, but when plant opponents persuaded a panel of three administrative law judges at the Nuclear Regulatory Commission that this would require a public hearing, the company concluded that the proceedings could stretch to the end of next year or longer. Operation and maintenance expense at the plants, which employ 1,500 people are roughly equal whether it is running or not, he said, and if the plant could not reopen by December, retiring it would be cheaper.
The company has $2.7 billion saved up for decommissioning, which is about 90 percent of what is required, he said. Edison shares ownership with San Diego Gas & Electric, which owns 20 percent, and the city of Riverside, which owns 1.79 percent.
Edison has about $2.1 billion invested in the plant, the fuel and related assets. Division of costs between Edison’s shareholders and ratepayers, its insurers and Mitsubishi Heavy Industries, which supplied the heat exchangers, has not been determined.
As for the plant’s workers, the closure will be felt in the area. “When 1,100 people lose their jobs, there will certainly be an impact,” said Bob Baker, the mayor of the nearby city of San Clemente. “San Onofre changed San Clemente when it opened, and it’s going to change San Clemente now that it’s closing.”

土耳其發生反對政府的示威抗議,過程中警方向穿著紅色洋裝的女性噴射催淚瓦斯的照片,4日在社群網站上廣為流傳,成為治安當局鎮壓過當的證據,引發市民群起批判。

根據共同通信社5日伊斯坦堡報導,這名女性帶著項鍊,肩上揹著白色的包包,典雅溫文無防備的姿態。相對的,警方則戴著防毒面具。

「問題不在沒有(這次示威抗議主題相關的公園)」再開發計畫,而在警方的應對方式。」、「對穿洋裝的女孩使用暴力,引爆我們大家的憤怒!」等意見,紛紛在網路上表達。

聯發科 Q2業績將超標 Mediatek Q2,2013 Revenue EST >1B USD


市場傳出,因亞洲手機晶片龍頭聯發科(2454)放手不再調控出貨,帶動5月智慧型手機晶片出貨量「拉尾盤」,單月出貨量拉高到1,800萬套,僅較上月微減不到6%。法人預期,聯發科5月營收將站穩百億元以上,第2季營收可望順利超標。
為避免智慧型手機晶片客戶端瘋狂拉貨,導致供應鏈一下缺貨、一下子又供過於求,聯發科於4月起展開出貨調控,反而在當月底出現一波客戶搶拉潮,帶動4月智慧型手機晶片出貨量拉高到1,900萬套以上,單月營收也衝破125億元。
由於聯發科在5月控貨的態度不變,加上客戶端在4月已多備一些庫存,且大陸中國移動對3.5吋以下單核心智慧型手機不再補貼等因素干擾,使4月大陸智慧型手機晶片需求出現趨緩現象。
手機晶片供應鏈原預估,聯發科5月智慧型手機晶片出貨量將降為1,500萬至1,600萬套,月減一至二成,部分外資甚至預估將大幅下降至1,400萬套,市場並預期該公司5月營收可能跌破百億元。
不過,手機晶片供應鏈傳出,聯發科5月底一改控制出貨態度,對客戶端出貨轉趨正常,加上客戶端大多搭載4吋以上面板,較不受中國移動取消補貼政策的影響,因此在5月底出現一波拉貨潮,帶動聯發科單月智慧型手機晶片出貨量一舉拉高到1,800萬套,僅較4月微減不到6%。
由於手機晶片占聯發科營收比重超過五成,加上智慧型手機晶片單價高,法人預期,在主力產品出貨量拉高下,聯發科5月營收將站穩百億元以上,進而挑戰110億元,優於預期。
雖然6月步入傳統淡季,且回教齋戒月將在7月10日起休假一個月,也會影響6月至7月的市場需求,但在4月和5月營收拉高下,法人認為,聯發科第2季營收仍可望超越高標316億元。

美國的房屋價格增速來到 7 年來最快,4 月時中古屋銷售來到逾 3 年高點,房市在幾年來的低迷後終於反轉了,對吧?
並不一定,《衛報》美國財經編輯 Heidi Moore 表示。人們所謂的房市復甦「很可疑」,她在最近的專欄寫到:「看來是房市復甦,其實是個陷阱。」
Moore指 出,銀行及投資人推動著房市復甦,不是真實的買家。銀行現在因為查封許多房屋,而擁有市面上大部分的房子,因此能夠控制供給而操控價格提升,她說。
Moore 還說,衰退過後,人們的確對個人財務更加聰明,但這並不會讓他們富有。實質薪資經過通膨調整後,於過去三年下滑。
「並不是人們在買房子,而是那些希望房市反轉的投資人、是那些有閒錢的投資人。現在房市就像他們的遊樂場。」她說。

Home prices have risen at the fastest rate in seven years. Sales of previously owned homes in April hit their highest level in more than three years. The housing market has finally turned the corner, right?
Not necessarily says Heidi Moore, U.S. finance and economics editor at the Guardian. The so-called housing recovery may be “dubious,” she writes in a recent column: “What looks like a housing recovery to the rest of us, but is, in fact, something of a trap.”
Moore says banks and investors are propping up the recovery, not real buyers. Banks now own a large percentage of available homes for sale because of foreclosures and are controlling the supply to artificially increase prices, she argues.
But “doesn’t that make the rise in the volume of home sales all the more impressive?” Gross asks. Banks are less reluctant to approve mortgage requests unless borrowers have high credit scores and cash for a down payment. Tighter lending requirements have also forced Americans to responsibly pay down debt. Now, more individuals are “in position to go out and buy these houses at higher prices, at higher rates, with more money down,” Gross notes. “To me that is a positive.”
Yes, more Americans have become smarter about their finances, but that doesn’t make them richer, Moore points out. Real wages adjusted for inflation have been falling for the last three years.
“It’s not people buying these houses,” she says. It’s investors, people who want to flip it. It’s the people who have ready cash. Right now it’s a big boys game in housing.”

為保護著作權,經濟部智慧局將針對內有多項侵害著作權影音之網站,以封鎖IP或DNS等方式,讓民眾無法連上,這項措施被批為鎖國,網路長城,連國外媒體都以大陸式封鎖來形容這項措施,大陸網友也訕笑台灣「好的不學」。智財局澄清,計劃要封鎖的是境外重大侵權網站,並嚴正駁斥鎖國說。

或許許多網友都有看過朋友在臉書轉載一篇國外媒體報導,標題寫道「台灣要進行大陸式(China-style)封鎖」,網友更戲稱,這是政府控制網路言論的白色恐怖第一步。

智財局官員強調,他們要封鎖的,是境外重大侵權網站,而非網友指稱的「綠壩」、「網路長城」,且封鎖的是IP、DNS,而非伺服器。

此外,因草案目前正在討論中,尚不到要召開公聽會的程度,因此這項法案沒有時程表。

九把刀促智財局 向國外爭版權

     經濟部智慧財產局原本宣布將修改著作權法,擬制定類似美國的禁止網路盜版法案(SOPA),封鎖國外「重大侵權」網站,三日政策大逆轉,宣布停止推動該修法。但導演九把刀仍說:「我很小,它(指智財局)很大!」他盼該局繼續替創作人爭取權益,不然他還得花錢請人替他抓盜版。
     九把刀曾將許多擁有版權的影像放上網,卻遭網友惡搞、聲稱他放的影片是山寨版,莫名其妙被迫撤下影片,讓他得花時間「申訴」自己確實是正版的創作者。他無奈的說:「像《那些年,我們一起追的女孩》MV放上YouTube,每二、三個月就消失一次!明明是正版、有三千多萬點閱數,我卻得不斷寫信讓它復活。」他還曾每月花三萬元雇人替他寫申訴表。
     九把刀建議,智財局應代表國家,統合創作者的作品,也應該建立機制協助國內創作者,向國外網站「認證」國內創作者的身分。
     他說,Google、YouTube在台灣都有總部,他曾親自去表達自己就是版權擁有者,卻也完全沒有加快這些公司審核我資格的速度。「我不是要耍特權,也不是為了獲利爭取,只是要拿下盜版,維護權益。」智慧財產局應幫台灣擁有版權者去跟國外談判,而非讓創作者單打獨鬥。
     雖修法喊卡,但九把刀認為:「因為這件事,大家有一段針對智慧財產權以及言論自由等的討論,過程還滿好就是了。」

智慧局擬封網 維基百科抗議:停止討論類SOPA法案

經濟部智慧財產局有意修法,藉由封鎖IP的方式來管制「一望即知重大侵權」網站,引發輿論譁然,更被網友痛批是「鎖國」的作法。維基百科旗下的中華民國維基媒體協會對此發出聲明表達抗議訴求,呼籲政府相關單位停止討論任何類似美國SOPA的法案(《禁止網路盜版法案》,Stop Online Piracy Act)。

聲明指出,智慧局法案與SOPA比較,相似處有皆以境外侵權網站為標的、皆要求ISP阻斷用戶連線的方式,達成管制侵權網站之目的。相異之處則為,美國SOPA由法院核定禁令,屬司法權限;智慧局則是由專家、學者、業者組成的委員會審核通過,屬行政權。
聲明提及,2011年SOPA於美國國會中被提及時,英文版維基百科關站一日,藉此反對此法案,中華民國維基媒體協會做為維基媒體基金會正式地方分會,亦認同基金會捍衛網路自由之理念,反對類似法案在台灣生根,因為此法案可能侵犯憲法保障之秘密通訊自由、阻斷文化知識流動與累積、重大侵權網站定義模糊,恐不當或錯誤封鎖、行政侵害司法權,更有風險被行政機關濫用,形成網路言論封鎖機制。
中華民國維基媒體協會表示,若行政部門無法傾聽民意、尊重憲法,撤銷研擬相關法案之想法,則協會不排除參與民間抗議行動,並通報維基媒體基金會,引起世界各地方之維基分會之關注,形成國際輿論壓力。
智慧局長王美花5月29日表示,由於有不少權利人反應,伺服器設在國外的網站,侵權情形相當氾濫,智慧局才會決定修法處理。智慧局官員隔日強調,智慧局規劃要封鎖的對象是境外重大侵權的網站,並沒有「築長城」、「鎖國」的程度。

智財局封網喊卡 EFF盼各國學到教訓

智慧財產局在國內外網友與媒體的譏評下叫停修法封網的政策,引起國外媒體與網站的注意。
美國維護科技時代人權與自由的電子先鋒基金會(Electronic Frontier Foundation, EFF),今日上午在他們官網報導了台灣網友對智慧財產局的抗爭,特別是6月4日的網路黑暗日行動。
EFF的報導指出,智慧財產局原本的修正案以模糊的字眼仿效美國的「禁止網路盜版法」(SOPA)和「保護智慧財產權法」(PIPA)。任何網路分享平台 -包含YouTube和Dropbox或Reddi,只要被當局認定被用來非法分享有財產權的作品,就可能被整個封鎖。這種過頭的手段很容易就演變成大規 模網路監視。
EFF的報導指出,在網友的網路黑暗日行動與強烈的批判下,智慧財產局終於放棄原本嚴苛的修法計畫。這篇報導認為,儘管當局真正想要進行的,只是「調整」 這項計畫,未來還是會祭出一些手段;台灣的網友能夠組織起來,捍衛自己的權利,成功地阻止政府的黑名單法案,仍是值得欣慰的事。
EFF的報導在結論時指出,很不幸的是在這個世界上有很多國家的政府當局還是以為,犧牲網路健康來打智慧財產戰爭是可行的。然而,各國的國會議員必須明白一件事:創造力和推陳出新的能力唯有在網路平台保持開放時,才有可能蓬勃發展。
EFF的報導說,台灣的智慧財產局很顯然地沒有學到美國推動「禁止網路盜版法」和「保護智慧財產權法」的前車之鑑。現在,希望其他國家能看到台灣當局最新的失敗教訓,明白網友不會容忍政府監控網路的行徑。
